About KAPOKitsap Alliance of Property Owners About KAPOBackground The erosion of property rights in the last 15 years has been alarming. Judges, lawmakers and regulators have gravely diminished the "bundle of rights" guaranteed to land owners in this great Country. The need to protect those rights has intensified as we watch the very lawmakers we elect to represent us and protect our rights lead the charge in the destruction of the right to own and use real property. Lost property rights include excessive setbacks, buffers, down-zonings, building and tree-cutting restrictions, burn-bans, impervious surface restrictions, refusal (or long delays) on building permits, bans on protective bulkheads, wells, etc. Too many of the senators and representatives whom we elect to defend and uphold our U.S. and State Constitutions have turned over lawmaking to unelected bureaucrats who are accountable to no one. "Rule making" has replaced law making. We look upon our local mayors, city council members and county commissioners as the last bastion of defense between a too powerful government and its citizens. Too often our local elected officials are being recruited to enforce these rules unlawfully. Laws such as the Endangered Species Act (1973), Clean Air Act (1990) and Clean Water Act (1972), the Shorelines Management Act (1971) are laws that were passed with the support of the American people in good faith. We believed these laws would help protect and improve our way of life, conserve our natural resources and give us a better country to pass on to future generations of Americans. These laws have become weapons against the American people, wielded by a too powerful Federal and State agencies. Directors and employees of local, state and federal agencies are adherents of radical environmental policies. Judges throughout the nation have given extremists groups and individuals the weapons they need to turn the American people into victims of the very laws we support. These laws have been used to decimate families, their livelihood, their way of life and their constitutional rights. We recognize that we must be vigilant as well as supportive of our elected officials.

We will support our lawmakers when they do the business of the people and help give them guidance. We will be taking an active role in political campaigns. We promote and support candidates who protect and defend the U. S. and Washington State Constitutions. We will communicate on a regular basis with our lawmakers throughout the year but especially during legislative sessions. We are a resource to our lawmakers. We want to work together with all interests to develop workable solutions to common problems. We will be monitoring judges on all levels of the judiciary. Any consideration to save salmon must include all factors, including: • Approximately 12,000 private properties are classified as waterfront or streamside in Kitsap County. • Over 10,000 tax-paying property owners are affected. • Scare tactics include citing dubious or simply wrong science as "fact." • There is no salmon "crisis."
Kitsap Alliance of Property Owners Kitsap Alliance of Property Owners Membership DuesMembership in Kitsap Alliance of Property Owners is available at three levels: Voting Membership is open to applicants and includes voting rights. Membership dues are $100 per year. Associate Membership dues are $25 per year. Associate members do not enjoy voting rights. Life Membership for the life if the member is available for a single payment of $1000. The list of KAPO members is not released to the public. Individual member information is not used for any other purpose than the specific business of KAPO. Kitsap Alliance of Property Owners Position Statement: Land Use, Conservation and Property RightsOver the past twenty years or so, there has been an ongoing conflict between citizens in favor of tighter government control over the use of land, (mainly for environmental reasons - real or imagined) and citizens who are concerned about constitutional rights associated with ownership of property.
